Town Hall Level will decide the resources that you can find,"Like it is High Resources or Average Resources or Low Resources.
If you find a opponent that is Town Hall Level lower than you,the resources you be able to see is very low.
Reason-it is because Town Hall higher your things is more advanced,so thus upgrade all the things before going to the next Town Hall Level.
So the best thing to do is having a low Town Hall Level upgrade all thing before next Town Hall Level.
